Odisha, is an Indian state located in Eastern India. It is the 8th largest state by area, and the 11th largest by population. The state has the third largest population of Scheduled Tribes in India. It neighbours the states of Jharkhand and West Bengal to the north, Chhattisgarh to the west, and Andhra Pradesh to the south. Odisha has a coastline of 485 kilometres (301 mi) along the Bay of Bengal in Indian Ocean. The region is also known as Utkala and is mentioned by this name in India’s national anthem, “Jana Gana Mana”. The language of Odisha is Odia, which is one of the Classical Languages of India.

Utkal University (UU) is a Public university in Bhubaneswar, Khordha, Odisha, and is the oldest university in the state, and the 17th-oldest university in India. It is a teaching-cum-affiliating university. The present campus at Vani Vihar located on a sprawling 399.9 acre area in the heart of Bhubaneswar.

In 2016, Utkal University adopted its theme song from “tunga sikhar chula” (1st 3 stanzas) poem of Godabarish Mishra, one of its founder members.

Naveen Patnaik is an Indian politician and writer serving as the current and 14th Chief Minister of Odisha representing the Hinjili Assembly constituency since 2000. He is also the 1st president of the Biju Janata Dal since 1997. He is the longest-serving chief minister of Odisha and as of 2023, one of the longest-serving chief ministers of any Indian state, holding the post for over two decades, and only the third Indian chief Minister after Pawan Chamling and Jyoti Basu to win five consecutive terms as Chief Minister of an Indian state. On 22 July 2023, Naveen Patnaik achieved a significant milestone by becoming the second longest-serving Chief Minister in India. He surpassed the record previously held by Jyoti Basu, the former Chief Minister of West Bengal. Patnaik, who has served as the Chief Minister of Odisha five times, assumed office on March 5, 2000. As of 22 July, 2023 he has been in this position for an impressive duration of 23 years and 139 days. He was also the Union Minister of Steel and Mines from 1998 to 2000 and a member of the Lok Sabha from Aska from 1997 to 2000.

The Odisha Legislative Assembly is the unicameral state legislature of Odisha state in India. The seat of the Legislative Assembly is at Bhubaneswar, the capital of the state. The Legislative Assembly comprises 147 Members of Legislative Assembly. Out of total 147 Assembly Constituencies of Odisha Legislative Assembly, 33 seats are reserved for Scheduled Tribes (ST) and 24 seats for the Scheduled Castes (SC). It was announced by Odisha Chief Minister Naveen Patnaik that the Sachivalaya or the Secretariat building in Bhubaneswar will be called Lok Seva Bhavan.

The borders of modern-day coincide with the ancient kingdom of Kalinga, which was invaded by the Mauryan Emperor Ashoka (which was again won back from them by King Kharavela) in 261 BCE resulting in the Kalinga War. The modern boundaries of Odisha were demarcated by the Indian government when Orissa Province was established on 1 April 1936, consisting of the Odia-speaking districts of Bihar and Orissa Province. The first of April is celebrated as Utkala Dibasa/Odisha Day. Cuttack was made the capital of the region by Anantavarman Chodaganga in c. 1135, after which the city was used as the capital by many rulers, through the British era until 1948. Thereafter, Bhubaneswar became the capital of Odisha. The economy of Odisha is the 16th-largest state economy in India with ₹5.86 trillion (US$73 billion) in gross domestic product and a per capita GDP of ₹127,383 (US$1,600). Odisha ranks 32nd among Indian states in Human Development Index.
